摘要：通过分析铁路四电工程变更索赔的原则，总结常见四电工程变更索赔要点，提出做好变更索赔工作应采取的措施，以提高施工企业的变更索赔管理水平，降低四电工程项目建设的损失。

Abstract：By analyzing the principle of the change and claim of railway four electrical engineering，the paper summarizes the common points of change and claim，puts forward the measures which should be taken to the change and claim work，in order to improve the management level of the change and claim of construction enterprises，and reduce loss of the four electrical engineering construction.
