摘要：与传统建设模式相比，PPP模式的利益相关者众多，主体间互动博弈关系更为复杂。从公共管理的视角识别和界定PPP模式的核心主体，结合我国PPP模式发展历史和实践情况，构建三个互动关系模型，从扮演角色、介入阶段、利益诉求和互动关系四个方面，对三个模型进行对比分析。

Abstract：Compared with the traditional construction model，the PPP model has many stakeholders，and the interaction between subjects is more complex. Firstly，the paper identifies and defines three core subjects of PPP model from the perspective of public management. Then，combined with the development history and current situation of China's PPP model，constructs three interactive models accordingly. Finally，compares the three models from four aspects，including the role of the subject，the stage of intervention，the demands of interest and the interactive relationship.
