摘要：结合大连湾跨海交通工程项目实施的具体情况，在分析现有PPP项目指挥部管理模式的基础上，引入“项目总监”理念，提出基于“项目总监”理念的PPP项目指挥部监管模式。分析该模式下指挥部在整个PPP项目体系中的职能定位，阐述该模式下指挥部对各方的具体监管方式。通过上述研究对PPP项目指挥部的管理模式进行思考与探讨，以期创新指挥部管理模式。

Abstract：Combined with the specific situation of the implementation of the Dalian cross sea traffic engineering project，on the basis of analyzing the existing PPP project headquarters management model，this paper introduces the concept of project supervising and puts forward the PPP project’s headquarters supervision mode based on the concept of project supervising. Then，analyzes the functional positioning of the headquarters in the whole PPP project system，and expounds the specific supervision mode of the headquarters under the mode. Through the above research，makes a thinking and discussion on the management mode of the headquarters under the PPP project，in order to innovate the management mode of the headquarters.
