摘要：针对市政污水处理PPP项目的现状，利用调查问卷法对风险因素进行识别，通过专家打分得到风险因素的风险值，利用风险排序结果建立市政污水处理PPP项目风险评价指标体系。基于灰靶理论，构建类别加权算子灰靶风险分析模型，通过环内与环间信息的集结完成二次赋权，进而评价项目风险，实现项目横向与纵向比较，以期得到全面的风险评价结果。

Abstract：Using questionnaire method，the paper attempts to identify risk factors regarding the present situation of municipal wastewater treatment PPP projects，obtains the risk values of risk factors through experts scoring，establishes the risk assessment index system of municipal wastewater treatment PPP projects according to the risk ranking results. Based on the gray target theory，builds the grey target risk weighted operator category model，which can evaluate projects risk through the two weighting based on the aggregation of information between the ring and the ring，to achieve the horizontal and vertical comparative evaluation of the projects and get comprehensive risk assessment results.
