国内住房租赁经营机构生存现状研究—基于广州市越秀区的实证调查

摘要:在总结国内外住房租赁经营机构研究的基础上,以广州市越秀区为例,从经营规模、房源情况、经营状况三方面分析住房租赁经营机构的生存现状;总结这类机构存在的法律主体地位不明确、房源用地规划变更困难、房屋租赁登记备案程序繁琐等发展阻力;从概念界定、登记备案管理、完善登记备案程序、资金扶持、保障房供应等方面提出扶持培育住房租赁经营机构的政策建议。关键词:住房租赁;经营机构;生存现状;实证调查Abstract:On the basis of summarizing the research of the domestic and foreign Social Rental Agencies(SRA),this paper analyzes the situation of the SRA from three aspects of the operating scale,housing supply and the operating conditions taking the Yuexiu district of Guangzhou as an example. Then,summarizes the major factors to the development of the SRA,which include the ambiguous legal status,the difficulty in planning change and the tedious registration. Finally,puts forward some policy suggestions to support the development of the SRA from the aspects of concept definition,registration management,procedures perfecting,financial support and affordable housing supply.Keywords:rental;social agencies;survival status;empirical investigation参考文献[1] Pascal De Decker.
