摘要：基于国内外案例，对PPP不成功项目进行分析研究，总结项目的失败历程，分析PPP项目失败的原因。在此基础上，提出完善政府、企业的定位，以及政府与企业间的关系等措施，为项目的成功运作提供保障。

Abstract：Based on the case analysis of unsuccessful PPP projects at home and abroad，this paper summarizes the failure process of projects，and analyzes the causes of unsuccessful PPP projects. Then，puts forward some measures to perfect the positioning of the government and enterprises，as well as the relationship between the government and enterprises，in order to guarantee the success of the project operation.
