摘要：从制度演化的角度分析影响建筑交易体制发展的主要因素，提出我国建筑业制度创新的若干策略和建议：一是转换动力机制，形成“有效市场”和“有为政府”的双轮驱动。二是改进方法论，实现“摸着石头过河”和顶层设计的有机结合。三是转变思维方式，少一些监管思维，多一些治理思维。关键在于尽快完成《建筑法》的修订；切实规范业主，特别是公共项目业主的行为；下决心建立自己产业工人队伍。

Abstract：The paper analyzes the main elements that influence the development of China’s construction business system from the perspective of institutional evolution，proposes several strategies and suggestions about institutional innovation：transforming the motivation mechanism to realize a double-wheel drive model of “effective market plus promising government”；improving methodology to combine the way of “crossing the river by feeling the stones” with top-down design；changing mindset to weaken regulation-dominated mindset while strengthen governance-dominated one. The key links include revising the Construction Law as soon as possible，regulating the behavior of owners，and those of public projects in particular，and developing own team of industrial workers with a strong determination.
