摘要：以卡塔尔东部市政道路管线项目为例，在总结基准计划编制的基础上，分析计划编制中存在以空间为依据划分的项目分解结构无法体现相对独立的子系统，选用的计划更新方法影响进度监控结果和关键路线工期计算等问题；提出市政工程基准计划编制应采用体现子系统的编制原则，更新采用工期百分比和任务百分比独立的方法等对策。

Abstract：Taking the municipal road and pipeline project in eastern Qatar as an example，on the basis of summarying the benchmark plan preparation，this paper analyzes the problems that space-based project breakdown structure can not reflect the relative indetendent subsystem，the methods used for updating affect the progress monitoring results and the time calculation of the critical path. Then，proposes the countermeasures such as the benchmarking plan of municipal engineering should be used to reflect the principles for the preparation of subsystems，using the method of quantity percentage and duration percentage relatively independent for updating.
