摘要：设计阶段是投资控制的关键，而限额设计是投资控制的有效方法。以设计过程为基础，融合设计技术和投资控制内容，制定限额设计流程体系。结合设计企业现状，建立限额设计的组织管理架构和工作制度，为推动设计企业开展限额设计工作、提高工程投资控制效果提供参考。

Abstract：The design stage is the key of the investment control，and the quota design is an effective way to realize the investment control. Based on the design process，the paper develops the process system of quota design by fusing the design technology and the content of investment control. Combined with the current situation of the design enterprises，establishes the organization management structure and work system of the quota design，in order to promote the design enterprises to carry out the quota design work and improve the effectiveness of the projects investment control.
