摘要：首先阐述工程量清单的编制要求；然后分析工程量清单编制中存在的设计质量与设计深度不够，清单编制说明不规范、不详细，清单项目名称及特征描述不清等问题；最后提出加强设计质量，提高编制人员水平及完善配套机制等对策。

Abstract：Firstly，the parper expounds the preparation requirements of the bill of quantities. Then，analyzes the problems in the preparation of the bill of quantities，such as the design quality and design depth are not enough，the preparation specification is not standardized and not detailed，the name of the list item and the description of the features are not clear. Finally，puts forward the countermeasures from strengthening design quality，improving staffing level and improving supporting mechanism.
