[摘 要] 对于设计施工总承包条件下交钥匙工程项目,工程项目的成本管理就是要搞好设计、施工组织、分包合同管理以及变更索赔管理,以及将上述四个方面的知识应用于工程项目管理的全过程中。特别是在国际施工环境中,上述四个方面知识的掌握与运用更显得尤为重要。以中国中铁在马来西亚沙巴州境内实施的沙巴铁路更新改造项目为范例,重点介绍设计施工总承包条件下交钥匙工程项目成本控制中的要点以及取得的效果。

Abstract: Cost management of construction project for turn-key project under the design construction contract is to control design, construction organizing, sub-contract management and variation order & claim management, and apply the above mentioned of four kinds of technologies in the whole procedure of project management, it is very important to keep and manage the above mentioned four kinds of technologies especially for the international construction project. The railway upgrading & rehabilitation project in Sabah Malaysia by China Railway Engineering Group Co. Ltd (CREC) will be an example to introduce essentials and achievement of cost control for turn-key project under the design-construction contract.
