[摘　要]　技改项目的特点是专业相对复杂、工程规模较小、工期要求紧、质量要求高。从技改项目发包方的角度，提出了建设项目设计、招投标、施工和后期等阶段的管理控制要点。

Abstract: The characteristics of technical renovation project are relatively complex speciality, small-scale, tight construction oeriod and high-quality demand. The paper proposes the management control points in the stages of designing, bidding, construction and completion, from the perspective of technical renovation project owner.
