摘要：在经济下行压力下，财务会计管理是中小企业面临的重要问题。分析中小企业财务会计管理中存在的问题，从财务预算制度、会计人员管理、学习先进经验和加强风险管理等方面阐述中小企业加强财务会计管理的对策，以期从制度和行为等层面完善中小企业的财务会计管理。

Abstract：Under the pressure of economic downturn，the financial accounting mangagement is an important issue faced by small and medium enterprises. The paper analyzes the problems existing in the financial accounting management of small and medium enterprises，and expounds the countermeasures to strengthen financial accounting management from the aspects of financial budget systems，accounting personnel management，learning advanced experiences and strengthening risks management，so as to improve the financial management of small and medium enterprises from the system and behavior.
