摘要：招标阶段是铁路建设投资至关重要的一个阶段。分析铁路建设工程招标阶段投资管理存在的问题，并针对具体问题提出相应的解决对策，以期为铁路建设工程招标阶段投资的规范管理提供参考。

Abstract：The bidding stage is a crucial phase in controlling investment of railway construction. The paper analyzes the existing problems in investment management of railway construction project bidding，and puts forward the corresponding solutions to the specific problems，in order to provide reference for standardized management of investment at bidding stage of railway construction project.
