摘要：建设工程招投标活动存在串通投标、规避招标、交叉监管、同体监管等问题，从程序优化、责任规范、招标监督等三个方面提出完善招标投标制度的建议，以期规范我国的建设工程招投标行为。

Abstract：The paper analyzes the problems in the bidding activities of construction projects such as bid rigging，avoiding tendering and supervision defect，puts forward the suggestions for improving the bidding system from the aspects of the program optimization，legal responsibility and bidding supervision，in order to regularize the bidding behaviors of construction projects.
