摘要：分析旧工业厂房节能改造的各项增量费用和增量效益的内容构成，构建功能效益和环境效益的量化模型。建立评价指标体系和DEA数学模型，通过费用效益评价明确增量费用和增量效益之间的关系。以3个旧工业厂房节能改造为例验证DEA模型评价费用效益的可行性。

Abstract：Firstly，the paper analyzes the constitution of the incremental costs and incremental benefits of the old industrial factory buildings energy saving transformation，sets up the quantitative model of the function benefits and environmental benefits. Then，establishes the evaluation indicator system and DEA model to evaluate cost benefits，clears the relationship between the incremental costs and incremental benefits. Finally，takes three old industrial factory buildings energy saving transformation as examples to verify the feasibility of DEA model for evaluating cost benefits.
