[摘　要]　首先客观地分析了建设企业集团多项目管理的现状，结合多项目管理理论，分析了建设企业集团多项目管理体制创新的必要性，提出了战略中心、资源中心、项目运作中心、利润中心、成本中心，构建了建设企业集团“二二一”多项目管控模式，并从组织结构层次、管理职能与功能定位两方面深入地分析和研究了该模式。

Abstract: This paper described the current state of multi-projects manangement in the construction enterprise groups, combined multi-project management, the necessity of mechanism innovation of multi-projects manangement in the construction enterprise groups was studied. Strategic center, resource center, project operation center, rate center and cost center were proposed, and“221” management and control model of multi-project in the construction enterprise groups was set up. And this model was analysed deeply from organization structure，management responsibility and functional definition.
