摘要：分析高校建设项目设计阶段存在的问题，提出采用审查设计方案，运用价值工程和限额设计原理优化设计方案，重视阶段设计成果审查，严控设计变更等措施加强对拟建项目设计阶段造价控制。以某高校二期学生公寓为例，说明设计阶段采用合适的工程造价控制方法，可以显著降低工程造价。

Abstract：This paper discusses the cost control methods in the design stage of construction projects in colleges and universities，analyzes the problems existing in the design stage，proposes relevant measures such as reviewing the design scheme，using the principles of value engineering and quota design，paying attention to review the stage design results，strictly controling design changes. Taking phase Ⅱ student apartment optimization scheme as an example，illustrates that the appropriate project cost control method used in the design phase can significantly reduce the cost of the project.
