摘要：当前招标工程量清单编制仍存在计算偏差、清单编制不完整、设计不到位引发暂估价调整等问题。根据可控程度将影响清单编制质量的因素划分为编制人和发包人两种影响因素，提出提高招标工程量清单编制质量的五个对策。

Abstract：At present，the preparation of BOQ for tendering still has calculation deviation，incomplete inventory preparation and design not in place causing temporary valuation adjustment and other issues. According to the degree of controllability，divides the factors that affect the quality of preparation into two factors：the compiler and the employer，and puts forward the five countermeasures to improve the quality of the BOQ for tendering.
