摘要：国有企业采购评标中专家是关键，分析国企评标专家和专家库管理使用存在的问题及问题产生的原因；有针对性地提出可行性建议，包括加强国有企业的宣传、严把专家入库关、加强评标专家培训等。

Abstract：The expert is the key in the tender assessment of the state-owned enterprises. First，the paper analyzes the problems of the tender assessment expert and the experts database management，then analyzes the causes of the problems. Then，puts forward some feasible suggestions，including strengthening the propaganda of the state-owned enterprises，strictly controlling the experts in the warehouse，strengthening the training of the experts and so on.
