摘要：针对高校采购自主招投标活动中呈现的经评审有效投标不足三个情形，为改进后续招标采购工作提出循规遵章，客观评价其有效投标的商务、技术、经济及综合响应符合程度的竞争性，并对常见的两种不同情形下的工作进行分析，为高校自主开展建设工程货物采购招投标管理工作提供有益参考。

Abstract：In the case of valid tenders less than three after judgment during purchasing bidding activities in universities，this paper proposes to follow compliance and evaluates objectiely competitiveness of valid tenders from commerce，technique，economy and coincidence degree of comprehensive response，analyzes the work in two different common situations，provides the useful reference for the management of cargo purchasing bidding activities in infrastructure engineering organized independently by universities.
