摘要：首先阐述保障房设计阶段限额设计和方案比选的思路，然后研究保障房招标和合同订立阶段成本控制方法，最后分析保障房项目实施阶段和建成移交阶段的成本控制措施，为保障房成本控制提供参考。

Abstract：Firstly，this paper expounds the idea of quota design and scheme comparison in the design phase of the affordable housing，and then studies the cost control methods in the tender and contract stage，finally analyzes the cost control measures in the implementation and transition phase，in order to provide reference for affordable housing cost control.
