摘要：在对不平衡报价形成机理、形式及其合法性分析的基础上，通过选取合适的评价基点，引入模糊综合评价模型和熵权法进行不平衡报价偏离程度的量化识别，并结合实例分析进行验证计算，为建设项目招标审计过程中判定投标报价的有效性、合理性提供了一种分析思路。

Abstract：Based on the analysis of the formation mechanism，patterns and legality of the unbalanced bidding，the paper introduces the fuzzy synthetic evaluation model and the weighted entropy to recognize the degree of unbalanced bidding deviation quantitatively by selecting an appropriate evaluation point，and verifies the model by an application example，in order to provide a specific way of analyzing the effectiveness and rationality of the bidding estimate in the construction projects bidding and auditing process.
