摘要：以重庆市为例分析制约绿色建筑发展的因素，通过专家访谈建立绿色建筑发展制约因素的ISM解释结构模型，然后分析各因素之间的相互关系，挖掘出重庆市绿色建筑推广的表层制约因素、中层制约因素和深层制约因素，最后提出推广绿色建筑的建议。

Abstract：This paper analyzes the restraining factors in promoting the development of green building by taking Chongqing as an example，builds the ISM model of the development of green building by means of expert interview. Then，analyzes the relationships between the factors，excavates the restricting factors of surface layer，middle layer，deep layer in promoting the green building in Chongqing. Finally，puts forward promoting suggestions.
